We have 3 bins from the council which are not sufficient to serve 32 flats in my block (Fulcher House, Grove St). One of them needs replacing with a bin with lid to protect/avoid birds feeding from the rubbish bags and making a mess (caretakers are cleaning daily) everywhere in the communal garden.
