Bin in picture was not emptied last week, along with the other bins near it. the bins were still not collected. The bin with the paper sticking out of it remained on the pavement. Today, the other bins have been emptied but this one remains. Maybe what looks like toilet paper hanging from it means it cannot be emptied with recycling.
