This tree is too close to the houses which are Lewisham’s and is breaking up the pavement and the road and the drive of the property which you can see is uneven and a trip hazard. I know this is all you can deal with. The tree is a tree of heaven and is a toxic and invasive species which were written in a private garden would need to be removed. At least if it can be significantly cut back and work done too address the damage that the roots are causing to the pavement this will help but I cannot-St Pauls Rectory, Mary Ann Gardens, London, SE8 3DP

Looks like council public waste bin waste that's not been collected and has since been added to by other forms of waste.
Public bins, namely blue bin bags being stacked on a street corner and collected the next day is a terrible system as foxes rip into the bags and cause a real mess.
THe location here is not a usual site that council bin bags gets collected from so I'm not sure what's happened here.-59 Broadfield Road, London SE6 1ND, UK
